Summary:"Motiti: report on the Te Moutere o Motiti inquiry is the result of a Waitangi Tribunal inquiry focusing on a 'kinship review' undertaken by the Crown in 2015 and 2016. This review sought to assess the claimants' argument that the tangata whenua of Motiti Island are a distinct tribal group, separate from Ngāti Awa, and that their historical Treaty of Waitangi claims remain unsettled. The review also aimed to clarify who the Crown should engage with in relation to Motiti by identifying which tribal group or groups had authority to speak for the island. Motiti examines the claimants' allegations that the review was flawed and that tit reached incorrect findings, perpetuating what they saw as the Crown's enduring failure to understand their identity and to recognise their distinct rights on Motiti.
